Job Description

General Statement of Duties: The Grants & Development Analyst is an administrative professional responsible for supporting the Strategic Partnerships & Development manager in securing significant financial resources and managing partnerships that allow Willamalane Park and Recreation District to expand its ability to provide exceptional parks and recreation to enrich of the lives of everyone Willamalane serves.

Distinguishing Features of the Class: An employee in this classification is responsible for supporting the complex administrative and analytical work involving the financial resilience and policy advancement of the district by leading efforts in grants, fundraising, and legislative affairs. This position reports directly to the Strategic Partnerships & Development Manager and works closely with both internal teams and external stakeholders to identify funding opportunities, advocate for agency priorities, and implement strategic initiatives. Performs other job-related work as required.

Examples Of Essential Duties Performed

  • Research, identify, and assess grant opportunities aligned with district and/or Willamalane Park Foundation priorities.
  • Prepare, write, and submit grant proposals, to secure and be awarded funding, including developing budgets and coordinating with program staff.
  • Track awarded grants to ensure timely reporting, compliance, and performance measurement.
  • Support Willamalane Park Foundation fundraising initiatives through research, planning, and donor stewardships.
  • Identify, cultivate, and secure new partnerships, as well as assisting with the management of partnership agreements.
  • Monitor and analyze local, state, and federal legislation impacting the district.
  • Draft policy briefs, talking points, and legislative updates for leadership and elected officials.
  • Assist with government relations strategies, including preparing materials, scheduling, and advocacy efforts.
  • Cultivate and maintain relationships with public agencies, legislators, and community partners.
  • Conduct research and data analysis to support decision-making, program development, and strategic planning.
  • Develop presentations, reports, and materials for potential partners/funders that communicate organizational impact and funding outcomes.
  • Collaborate with cross-departmental teams to align resources with strategic goals and community engagement efforts.
  • Support Willamalane Park Foundation initiatives as assigned.
  • Other duties as assigned.

Desirable Qualifications

Knowledge: Knowledge of grant writing and administration; legislative and policy processes at the local, state, and federal levels; fundraising methods; nonprofit or public agency operations; partnership development; and strong written and verbal communication.

Skills: Proficient in technology including MS Office, Google Workspace, Microsoft Teams, and database management systems. Attention to detail and strong organizational skills are essential.

Abilities: Ability to manage multiple projects and priorities while meeting deadlines. Ability to write persuasively and communicate effectively across diverse audiences; work independently; maintain positive relationships and represent the District professionally with partners, stakeholders, legislators, and the public. Ability to work a variety of shifts, length of shifts, and days of the week as events/programs require.

Physical Demands of the Position: While performing the duties of this position, the employee is frequently required to communicate, sit, stand, bend, knead, stoop, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 25 pounds on a regular basis such as boxes/bags of activity materials, etc. Manual dexterity and coordination are required over 10% of the work period while working in activities. Ability to work in adverse outdoor conditions over 10% of the work period while working in activities. Ability to stand for 4-10 hours in a shift. Required Experience and Training

Bachelor's degree and two years of experience in grant writing, legislative affairs, fundraising, or another related field; or any satisfactory combination of experience and training that demonstrates the knowledge, skills, and ability to perform the above-described duties. Must have strong written and communication skills, the ability to cultivate strong working relationships.

Preferred Experience and Training

Three or more years of experience in grant writing, fundraising, or sponsorships. Knowledge or experience in the public sector. Documented experience in project management or program evaluation. Proven ability to track and report grant and partnership outcomes, develop funding strategies, and communicate policy impacts to leadership.

Necessary Special Requirements

Possession of or an ability to obtain a valid Oregon driver license; safe driving record. Must be at least 18 years of age.

Hours/Shifts

Typically Monday-Friday 8:30 AM - 5:00 PM (There will be meetings and events outside of normal business hours)

Willamalane Park and Recreation District determines starting pay based on the applicant's relevant education, experience and training within the wage and salary range for the position. This process is consistent with Oregon pay equity laws.

  • Paid vacation leave upon completion of probationary period, which is the 1st of the month following at least 6 months from hire date. Vacation leave benefits will accrue starting at the date of hire/eligibility and are based on years of service.
