Work Type: In Person or Hybrid/Remote Eligible Salary Range: $35.00 - $37.10/Hour (Unlicensed), $38.00 - $40.28/Hour (Licensed) Salary Note: Bilingual candidates are eligible for an additional $1.50 Bilingual Differential. This Bilingual Differential is not included in the salary range above.

Position Summary: The Behavioral Health Manager oversees the Behavioral Health Program. This position oversees billing and use of electronic health records and works to ensure that the services and agency are following all State, Federal and local regulations. They will support and train the new staff and identify strategies to streamline the work of staff and to help stabilize the program during staff turnover. This position provides clinical supervision to QMHPs. This position promotes the programs' use of interns and volunteers, resource development, and the creation of advisory councils. This person acts as a point of contact and oversees the clinical services of the Behavioral Health Program. The manager works with the team of QMHPs to ensure the program is generating sufficient revenue to maintain sustainability. The manager works closely with the Senior Program Director on all aspects of the program.

The Counseling Program provides fee-for-service psychotherapeutic services to clients living with HIV and those at risk, including LGBT community and the unhoused community.

Essential Functions and Responsibilities:

  • Provide leadership to further HIV Alliance's mission, strategic objectives, core values and philosophy of harm reduction and team building approaches.
  • Ensure accurate data collection and timely report submission
  • Model and encourage a standard of professional conduct and work ethic to deliver the highest quality of services possible and ensure the good reputation of the agency
  • Provide administrative and clinical supervision, training, problem-solving, and consultation to staff providing counseling
  • Ensure continued certification and/or licensure of staff
  • Review documentation to ensure quality of service and ensure compliance with relevant laws, regulations, and guidelines, including those concerning biopsychosocial assessments and Individual Services and Supports Plans.
  • Perform tasks necessary for continued maintenance of the program's Oregon Health Authority Certificate of Approval, including attestations and audits
  • Ensure continued network participation with Coordinated Care Organizations and other health insurance companies, as needed for sustainability
  • Stay abreast of changes to relevant Oregon Revised Statues and Oregon Administrative Rules, and ensure program's continued compliance
  • Oversee billing, receipt, tracking, and problem-solving for fees expected and/or received
  • Ensure program staff collaborate with internal and external partners to maintain continuous referral flow, timely follow-up to referrals, and track waiting list
  • Ensure timely release of information, referral and follow-ups, and coordination of care
