We are looking for someone who can learn our systems quickly and promptly begin supporting our staff and providing technical guidance for Emerald`s mapping products.

Job Summary: 

The Geographic Information System (GIS) Analyst plays a key role in Emerald`s long term strategic plan.  This position provides support to the end users of Emerald`s mapping and GIS systems, including web, mobile, and desktop applications.  This can include updating and maintaining system maps and related databases; providing support to the end users of Emerald`s mapping and GIS systems; participating in project work as a collaborative team member, streamlining processes to ensure efficient use of the GIS software and operating systems; analyzing GIS data; and facilitating integration between mapping and other core software systems at Emerald. 

Duties and Responsibilities:

Amount of time working in each function may vary. It is expected that the amount of time spent performing each function will fluctuate as needed for an employee to successfully manage their schedule.

  1. Geographic Information Systems- Leverage National Information Solutions Cooperative (NISC) enterprise software suite encompassing GIS, mapping, and staking functions to facilitate operations department processes and electrical system data improvements. Maintain key GIS systems, including ArcGIS Enterprise and ArcGIS Online. Support field staff and other end users to preserve utility infrastructure integrity using GIS applications and tools. Produce and maintain maps, surveys and reports as requested to further EPUD business needs.  Support mapping-related software and hardware, including a large format plotter.  Assist and train end users of GIS in Emerald`s mapping products. 
  2. Technical Guidance- Act as Emerald`s resident Subject Matter Expert for GIS-related technologies.  Maintain up-to-date knowledge of GIS technology and functionality. Participate in professional groups. Stay informed of new trends and innovations in the field of GIS and related systems. Work with IT and Systems Analyst staff on strategic technology solutions that will address existing issues, meet business needs and/or support the long term strategic initiatives.
  3. Communication and Collaboration- Focus on developing strong working relationships with colleagues in order to gain trust and cooperation. Cooperate with end users and stakeholders to identify opportunities, increase efficiencies, and generate solutions. Collaborate with GIS Administrator on larger utility projects and initiatives. Present ideas, views, and project status updates in a clear and logical manner. Communicate with vendors and development partners in a professional manner and negotiate with tact. Provide exceptional service to both internal and external customers to help build Emerald`s brand as a trusted advisor and provider of choice. 
  4. Work Management- Takes direction from Technology Supervisor and GIS Administrator to identify and prioritize GIS tasks. Embrace the culture of empowerment by using sound judgment, thoroughly reviewing and analyzing problems, making reasonable recommendations, and developing alternate solutions when necessary. Work independently and take ownership of assignments, following through to ensure projects and tasks are completed on time and in a detailed and thorough manner. 
  5. Perform other duties as assigned related to the job.

Job Skills

  1. Must work well in a team environment and collaborate across departments including peers, customers, and business partners.  This position is a customer oriented role focused on supporting utility employees and other stakeholders with their GIS needs. 
  2. Must have experience with ESRI software suite, including ArcMap 10.x, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and associated mobile applications.
  3. Must have experience with network modeling, if not electric, then gas, water, or telecommunications.
  4. Must have the ability to edit and maintain a multi-user enterprise geodatabase according to industry best practices.
  5. Must be able to produce maps and reports to support utility staff. 
  6. Must be proficient in Microsoft Office Suite.
  7. Must have the ability to work independently with minimal supervision.
  8. Must exercise efficient time management, self-motivation, initiative, resourcefulness, and organization.
  9. Must demonstrate the ability to use sound judgment when faced with problems.
  10. Must be willing and able to learn new concepts and adopt alternative techniques within the rapidly changing utility industry.


  1. Must have at least 4 years of GIS experience.
  2. Must have at least 2 years of GIS analyst experience.
  3. Must have 2 years of experience using ArcGIS Online.
  4. Preferred 2 years of experience with ArcGIS Pro.
  5. Preferred 2 years of experience with ArcMap.
  6. Preferred NISC Mapping and Staking experience.


  1. Associate's degree in GIS or Geography is preferred, though experience in a GIS analyst role may be accepted in place of the degree.
  2. Certified GIS professional is preferred. 

Working Conditions and Physical Demands:

  1. Prolonged periods sitting at a desk and working on a computer. 
  2. Use of office equipment where some agility and hand-eye coordination are needed. 
  3. Work environment can include shared workspaces and exposure to consistent or frequent noise from employee conversations.
